MVNO Definition
There is no common and agreed MVNO definition. The industry and regulators have adopted various definitions for Mobile Virtual Network Operators, as there are several ways to form a MVNO, largely depending on which of the mobile network operator (MNO) facilities the MVNO relies on.

The full MVNO has complete control over its business operations, customers and data, allowing full control over the services and products it offers in the market, as well as flexibility in designing and deploying new services.
